You asked about fishing the Sacramento River. Both Discovery Park and Miller Parks are excellent for bank fishing. You'll catch more stripped bass than steelhead but they're both great spots to get into some fish. I live in Portland and whenever I go down I stop at a place called Broadway Bait Rod and Gun for the latest reports and to tackle up. They're close to both parks and give good advise. I use the exact same rod/reel combo for sturgeon from my boat. Daiwa X-50 SHA on a tiger.

funny part is those rods are used for salmon, tuna and sturgeon on Captain Peter's 2601 Seaswirl Striper. all around go to rod. Excellent reel. I have a 30 sealine SHA and absolutely love it, Smaller and works great out of the boat and plunking for salon and steelhead as they hold close to 300 yards of line
