How much more is it going to cost Providence because you didn't settle this contract FIVE YEARS AGO WHEN YOU KNEW THE MAYOR'S CONFERENCE WAS COMING TO PROVIDENCE?

Based upon this outline I want to ask Local 799 exactly what the problem happens to be, if any. It sounds fair to me, and Local 799 needs to know that there have to be sacrifices if the city is to survive.
