it makes sense, the cop had three choices,
1. use physical force to put him down, where the guy was drunk and wouldnt give up and would most likely win, like we saw in the first little struggle,
2. use the taser which he did
3. let him continue and drive away, where he could have hit a school van containing 10 precious little children and kill them all.
