My guess is that in that exact spot, it cannot come to rest on the ground in a way that the engine detects, and so flails about on the assumption that it's still falling.

The dragon isnt dead, its ROFLing. If you zoom in, you can see there is a small Argonian wizard tickling the dragon with a small feather.

Looks like the dragon unlike others was being a drama Queen and having a really long death scene.

omg i found one of these outside whiterun, it actually had a name too not just dragon. worst part is that it glitched out the carriage so he wouldnt leave no matter how far i pushed the dragon away
