as in any another tool. just sit and draw frame by frame over video. No magick at all.

Nice use of Synfig! Never thought of it as a digital effects program. Are there any other types of effects one could do to video footage with Synfig?

there is not so much effects. But very strong core and nice plugin api. So if you extend synfig features it can be true replacement for things like Adobe AfterEffects
