And that is how they get caught, a line of greedy 'customers'.
There is just a bit more to it, access to the pump on a bit deeper level.
The person who is boosting gas "opens" the dispenser and you have it, fraud .
I will entertain questions from the police on how this is done.

The gas station still gets paid and the numbers they use for the card do belong to someone, but that someone doesn't have to pay either, the loser is the credit card company and their insurance company.
