This is a type of HF data link to submarines. Sounds like AMTOR packet radio. Signals are strong of course, they provide worldwide command function.

Learn how to read frequency readout you goofy idiot. That not 18.1khz it's 4.018.1mhz.

@handsupbud Since you are not able to read it is probably no meaning to write that in the information text on the clip it say "I also use a LF to 4MHz konverter." 4.018.1-4.000.0 = 18.1kHz...
