Bush and Rumsfeld had consistently opposed sending more troops throughout his presidency. Up until the surge, they had basically kept the levels the same. The Surge was not Bush's idea.

I think what she's trying to say, albeit "inartfully," is that Bush was opposed to those who were opposed to the surge.
