Ok, here's how we're going to do it:
First of all, you need a custom 3D model for GTA IV. Those files have .wft extension. Download the one from the Uranus here:

Extract the .rar archive to get a file called uranus.wft.
Now, you need to download SparkIV, a tool to put the custom model in the game. Download the latest version here:
http://gzwn.net/Documents/SparkIV%200.6.2.2.rar
Once again, extract the .rar archive, go to the map called 'SparkIV' and execute SparkIV.exe.
Now, click 'open' and go to the following directory:
C:\\Program Files\Rockstar Games\Grand Theft Auto IV\pc\models\cdimages\vehicles.img.
open vehicles.img and you'll see all the cars' .wdr and .wft files. Here's where we're going to put our custom .wft file.
First you might want to backup the original model. Search for Uranus.wft in the list, and click 'export'. Save somewhere else and call it 'uranusoriginal.wft' or something like that. Then click 'import' and browse to the custom model we downloaded before, and click to import it. (Watch out that you don't mistake here: choose the downloaded uranus.wft and not the backup version).
Once done, click 'rebuild' and 'save' in that order, and that's about it! When you launch your game and find an Uranus, you'll see that it's a Cabrio version!
At the moment we only got this 3D model, but I'm pretty sure that in a month or so, we'll have models such as Ferrari and stuff. Patience.
Notice that there are two versions of the Uranus, and that the Uranus Loz version will keep its tuning parts, but it will not have a roof anymore, just like the normal one.
