When a town, or city or whatever is hit by a hurricane, or tornado or floods or anything like that, these things come and take like 15 ppl to the hospital at a time instead of 1 by 1 in regular ambulances. lol thats my guess at least. OR maybe when a town is ordered evacuated due to natural dizaster, these things come get the ppl that dont drive, at a certain rendez-vu point. Thats all i got lol

@SKEEAV2 and I looked up the transport issue. They're called 'Jumbulance' , and they look a lot different than this bus. And they are not for transporting accident victims from the scene to the hospital, but instead for transporting patients who are in treatment and need safe travel to other facilities. And they have alot BIGGER windows then the bus in the video! AND they DON'T have 'MASS EVACUATION ' written on the side!
So, obviously your HUNCH is pretty much a shot in the dark!Educate yours.

It transports accident victims on seats to the hospital???
It is a mobile emergency room??? How does that work? A patient is so critical state, that you can not transport him to a hospital, he or she needs an emergency surgery? And after surgery the patient needs an ICU, like where on another bus? And then? Driven to a hospital and transferred to the hospital's ICU with ALL the equipment he's hooked up to??? A TOTALLY new procedure....

Sounds like a newly developed EMS procedure, never heard of that, only know that an ambulance is fitted with a patient-care compartment, including an EMT stretcher. And btw. where are the doors at rear end of the bus???
