This looks to be about 1974-75. The dome under construction is Unit 3, which at the time was still owned by Con Edison. It started low power ops around 1978 and U3 was sold to the Power Authority, State of NY. Later became NY Power Authority. The most amazing part of this video to me is the landscape - so different now.
