In 2007 the City of Loveland City Council approved a special temporary tax holiday of capital improvement fees per McWhinney Enterprises request just long enough for McWhinney to submit an application for 300 apartment homes. Already heavily subsidized through Metro District financing, Urban Renewal and general fee waivers McWhinney sought yet another subsidy from Loveland taxpayers. When the Mayor told the public they couldn't speak, City Attorney John Duval (outside the camera's view) nodded and the Mayor reluctantly allowed city residents who are not heavily subsidized a right to speak to the council.
