"Congress shall make no law...." was never meant to apply to states. In fact, some states actually had established religions for a while. So, clearly it was not thought to be unconstitutional by the founders. Im not arguing I think its a good thing, or should be possible today. Im only pointing it out because the idea that there cannot be ANY inter-mingling between state government and religion is automatically unconstitutional is not consistent with the Constitution as it was written.
