Circulation on the ground whether condensed or not is a tornado no matter how wide or narrow the meso. Developing tornado is more likened to RADAR imagery rather than field reporting. I guess if there was a "developing tornado" that would be a funnel.

EF or F scale only rates the tornado based on damage you can have an EF 5 200M wide and an EF 3 a mile wide.

Well, this was in 2002 so the EF scale wasn't around yet. But it was rated F2.

@mattsa860 Matt, The tornado almost dissipated and then reformed before moving into Happy, Texas. During the video, it was in open fields west of Happy and didn't hit any structures or trees.

@mattsa860 at 1:56 in the video is a shot of the tornado just after it moved through Happy. The town is on the left side of the highway.
