If you are stood on a public ground eg pavement , park you can take whatever photographs you like. And they do not have the power to look at what you have been photographing, basicaly it's the security staff who THINK they have the powers to stop you in fact even the police can not stop you taking photo's in/on a public space. They where wrong to try and use the terrorism act and also the section60 stop and search without cause and after viewing the video they had no just cause.

If you read any books or first hand accounts of terrorism you will learn that those guys. IRA, PLO, UDA, ect. Are usually pretty smart people, all they have to do is have a group of say 3 or 4 people take turns in watching the building to look at entry routes, guard numbers (attempt to see when they move, ect.). Then they can start to build a security map. No terrorist organisation would even advocate doing this because it is so overt and stupid.
