easier way. go west of boulder city get veronica as a companion (just dont insult brotherhood and say they know what they are doing or if your speech is high enough pick the speech option) then go to hidden valley and she says let me handle this. a few moments later and you can freely go in and out of the bunker without removing your gear or getting a collar on you till you scare the ncr guy off
