( low audio at first, bad recording off the TV ) Iraq Dividend Peace Plan by Alaska Governor Jay Hammond 1922-2005 for Iraq to start an Alaska Style Dividend in Iraq, to involve Iraqis in the choices and the benefits of their own oil resources. Iraq Oil Revenue invested in Assets, returning an Annual Equal Spinoff Dividend to Every Child and Adult in Iraq. Alaska Senators Ted Stevens and Lisa Murkowski promised Jay Hammond, before he died, that they would advance his Iraq Dividend Peace Plan. The TV reporters mentioned Iraq average per capita income as $1000 per MONTH, mis-quoting Jay Hammond at $1000 per YEAR. So an initial Iraq Dividend of a few hundred dollars per year would have a big impact. For half the population that makes way less than $1000 per year, it would have a huge impact.
