You can use a special function to control the depth of field called "PROGRAM" With that function you just have to press the joystick up or down for increase or reducing the shutter speed and aperture simultaneously.

And ansewering your second question, The DMC FZ28 doesn't have a manual focus ring, but it has a joystick for that.
