@BeyondFelony --that is not the issue you should by law be able to apply which the FDIC states you cannot -- this is like haning out the no blacks may apply signs --- weather you are qualified or not you cannot be denied the right o apply. You simply tell the FDIC you were "chilled" from applying and you want to file an eeoc complaint.
