When the building was first being built and advertised, they were advertising 'come and view the city from the 63rd floor'. However before the building was actually opened, the viewing area was actually located at 59th (?) floor. Upper floors were quietly acquired by the ROK armed forces for observation post (possibly topped with AA guns also).
