The cooperating agency agreement seems to be the central problem when USDA Wildlife Services is involved.
If your county court house has a bat problem and your county is participating in a cooperating agency agreement your DNR would instruct your local county court house to call the USDA Wildlife Services for bat removal, bat exclusion and attic restoration services and you would not have not even had a chance at a bid thus never even know you lost the work.
