My ga16de idles warm at a smidge over 700, and cold sometimes up to 1400 (winter) but usually it's around 1100. N14 Sentra. Either give it a good wind up sometime (make sure it's warm or you're an idiot) or get compressed air (blowey compressor thing) into the throttle thing sometime. Maybe even air filter. Not a mechanic but basics usually work :D
So many things you can do here. You can disconnect throttle body sensor and adjust the idle screw. You can clean the idle control valve (take it off and use carb cleaner, is should show green when u twist if its clean). Spraying some carb cleaner in the intake manifold and cleaning the throttle body should help too. Let me know how that works out.
