Speaking of observations, Eno once said he considered pieces like this "unwelcome jazz". Personally, I think "tension music" fits this best.

@danijmay: Radiohead's producer Nigel Godrich is an Eno disciple and arguably as good as a producer, but not half the musician and sound designer Eno is.
Incidentally, you should check out Slowdive's album Souvlaki. Eno's fingerprints all over it- he produced it.
