I think white people stop having kids as they start seeing their environment going to hell. Crime, violence, and and deconstruction of their society and cultural values, as these things erode, so too does their desire to propagate their kind. Kind of like animals in cages, they refuse to breed in an environment that doesn't suit their needs or in which they feel threatened.
