Not yet, but there will be. We had to modify the Blender Game Engine for that and are currently seeking for contact to the core developers of Blender, resp. Blender Game Engine to include the code in the source code of Blender.

Yes, in this case it is done with a cam (you can see it on top of the monitor. It's a Logitech Quickcam 9000.
But I have used tracking via webcam only for quick demonstration purposes. You can do that easily with all trackers supported by VRPN. Today, I tracked the object with a Polhemus electromagnetic tracker, which also went smooth.
