Everyone tries to compare this to Fallout because it's all they know. Heck, I remember back when Stalker SoC was about to come out, everyone was crying that it was Oblivion with guns. Not true.

Eastern Europeans know how to make good apocalypse/horror games. Cryostasis: The Sleep of Reason and S.T.A.L.K.E.R. comes to mind.

It's really starting to get annoying, all these people thinking every new post apocalyptic game out there is a new Fallout. Who knows, maybe the makers of this game were making theres when Fallout's Bethesda (?) was making fallout, and fallout just came out first. Fallout seems to be taken as a genre now. really, people? It's getting ridiculous.
