I doubt that actually. In the beginning of Snatcher when you get your little Metal Gear robot, Harry the engineer says that he's named that after the Metal Gear crisis of the late 20th century.
I would say there's a strong possibility that Kojima intended or still intends to have the two games correlate.

toxtle1993, I'm sorry about replying to your comment after 1 entire year, but some of the characters from the "Metal Gear world" are similar to other characters from Hideo Kojima's previous games. That doesn't necessarily mean they're the same character.
