Sorry i didnt answer you you probably already know the answer but i use windows movie maker put all my clips in there, then when u go into video effects theres the option of Speed up double

With alot of patience!!! LOL lineart actually takes the longest i use the pentool and with each line do "new anchor point" in it get the perfect line
