This song is called "Get Ready For This" by 2 Unlimited
You can find this on ESPN's Jock Jams Volume 1 which is a compilation album from 1995 of all the dance/hype music from during that time
It's not only the NBA but for every sport, this song is rarely used nowadays. It's not really a theme either, it's hype music to get a team and the fans pumped up for a game
