Hacking means more or less the same as modding, except it's more specific than your definition modding. You say modding is modifying anything. Hacking has historically been associated with modifying a piece of code or hardware for it to do something that wasn't intended in its original creation. Going farther back to the early MIT hacker culture, hacking simply meant programming with ingenuity. Breaking things is only one aspect of hacking.
