They are probably sewage pipes either from a treatment plant or NOT. There are still communities that pipe raw sewage out into the ocean under water. Halifax piped raw sewage into the harbour for many years up until just a few years ago as do many communities who don't have treatment plants. Where is the sewage treatment plant for New York City?
