how can i train my amazon parrot not to bite me when he's sitting on my lap?? he tends to do that just sitting there. he won't let me pet him unless he's in his cage, how can i get him to let me pet him without him biting me???

My bird bites for fun. He's very sweet and I can hold him with no problem. He even likes to be held like a baby and have his wing pits scratched. But unforunately, he also likes to sink his beak into anyone around for fun and when he is upset about something. I have no idea how to proceed. All of the information online about bird biting is for birds that are not comfortable with their human.
