Yeah it gets a bit of bad press because it only really occurs in childhood and usually disappears during/after adolesence. Because of this and the fact that treatment is simply done through reassurance of the sufferer and education, some people are sceptical that the children really can't control themselves.

So people can be mean because in many cases it has been shown that tourettes will disappear when exposed to excitement or fear and be at it's hight when people are bored or want attention.

OMG William! He's the boy who talked to his class about turettes... I used to go to school with him, he's awesome.
