It's not like developers purposefully make certain characters weak (with certain exceptions, eg Servbot in MvC2). Tiers just come about when people start learning the ins and outs of each character.

Well apparently its been made Possible to select V13 from the character select screen somehow so that list needs an update. I also think Taokaka should be much higher.
