yes, i found a device like: The Logisys Wireless Remote MultiFunction Panel. Maybe google for things like that. You could also turn on computer by mobile phone with modem with Wake-on-Ring capabilites.
Not a remote controler option, but most computers have Wake-on LAN capability, so you could turn on a computer with another computer on LAN.

It is plugged into USB so it cant turn on the computer.
This is because computer needs to load USB drivers first.
