Not only is the speaker not a German speaker - the film isn't a single newsreel.
It is actually several splices of different newsreels - some of them from the Eastern Front, as can be seen from the burning T-34 at the end.
Some renactor probably made this, just to practice his German, and to make something (he thought was) cool.
