Capcom's proprietary engine is friggin' amazing. You don't even need a top-of-the-line card and you can still play all their games with max details with great performance. Hell, Resident Evil 5 looked better than MW2 but I got better FPS on that than I did MW2.

win xp sp3
and this game goes on 7-10 fps on good settings! hahah! why?

i have an amd athlon64 3800 + ,2g of ram 800 mhz , asus en8600 gts 256 ddr3 and windows vista 64 bit , i got 34-55 fps or more , 1280x960 ,medium and high or all high setting.
