I also notice delays and 'clunkyness' with these two abilities. Mortar volley cast bar starting before the ability, and the long animation before firing off. Full auto does similar things.
I'm not sure how full auto is intended to work with pushback though, I know its supposed to lose time when hit since theres a talent to reduce pushback suffered from hits though.
