@IvanRycovsky You got most of it right, but the catalogue number is actually TWV 43:e4, not TWV 43:e1.

It's the 6th movement of a longer piece called Quatuor in e minor (from a cycle 'Nouveaux Quatuours Parisiens'). Listed in the Catalogue of Telemann's works under the number TWV 43:e1.
A real Baroque gem!
