Well, it's a job site. The guy should have been wearing Hi-Viz, full length overalls, gloves, steel toe capped boots, eye protection and hard hat, after he's sat his company sponsored induction. That way he could stand there all day long and actually get paid, rather than freezing his ass off for no good reason.
