Neil Innes sings a protest song for a spoof of The Old Grey Whistle Test, on BBC's Rutland Weekend Television, that originally followed a sketch by the Fabulous Bingo Brothers.
Neil Innes was associated with, and Eric Idle part of, the earlier Monty Python's Flying Circus before formulating the now cult Rutland Weekend Television, that featured the Beatles spoof 'The Rutles.'

The guy at the beginning is Bob Harris from the iconic 1970's UK TV music show 'The Old Grey Whistle Test.' So this spoof includes that reference - obviously with the blessing of Bob Harris.

Niel Innes is a musical and comic genius, it is a crime that the Innes book of records is not out on DVD. Name one modern "star" that has even a glimmer of Innes talent, they are all plagiarists and shallow assholes
