When someone is doing that cant you use force at that point? It's harassment, intimidation, somewhat stalking, and just plain threatening your safety. Ask a cop and video their response. Don't just go to any cop though, go to one of the higher-ups or the local police chief, someone who's word matters there. Then bring copies of this media with you and next time they do this in that location lay their asses out for it, they are "asking for it". This all depends on the police response though.

This guy is definitely stepping into you. If you had told him repeatedly to back off, as you as you say, and the recording would indicate, this is an act of "Simple Assault" and "Intimidation". This recording would be compelling evidence to bring a restraining order against this individual and against staff of the "Chicago Org", if it can be proven that this individual's actions were dictated by policy (and that can be easily done)
