I own budgies myself, and from the look of it, that's actually what's going on here. He's doing a lot of courtship-dance behaviours.

Budgies who don't have other budgies to pal around with adopt humans into their 'flock' just fine, as long as they're cared for well - and from how happy Sven looks, I'd say he's cared for just fine!
