Not quite. He landed chest first on the top rope (a foot or two from the turnbuckle but not quite on it) and bounced off that into the ring. In both Mick Foley's book and Bret's, Owen was actually still conscious and even sat up on his own and then just fell backwards and that was it.

That was the right thing to do. A horde of mad fans would have destroyed the place and the surroundings. That kinda thing happened during the Metallica & Guns n Roses tour when Metallica had to stop playing after James had an accident and GNR just didn't have a full set.

I disagree. Fans would understand cancelling because someone had died because of what happened in the ring. Not to sound like an ass, but if (hypothetically) James Hetfield dies the day of a show would people be pissed that the show was cancelled? They might be mad that James is dead, but not over the show being called.

They cancelled Raw when Benoit went on his rampage and there were no reports of any kind of riot or anything. Just give them their money back or reschedule or something.
