@James1981Aussie city wise maybe, but in terms of tech no the US builds the best tech. you also need to remember the US is in debt to itself and China along with several other nations while fighting 2 wars and building 2 nations and supporting the NATO action in Libya. with this in mind the US hasn't had alot of money to really improve its cities.
But regardless Dubai is a beautiful city
