Visit us at http://www.hillbillyreport.org/ Excerpts of Councilman Steve Atcher speaking to the Elizabethtown, Kentucky City Council: I've transcribed this as best I can. There's a video of Steve Atcher after the hump. The video quality is not the best. It was shot with a iPhone. I didn't want to gamble on using a larger camcorder, since Mayor David Willmoth, Jr. denied me, as a video blogger, to shoot video at a previous open City Council meeting. Freedom of speech? Maybe, but feedom to shoot video of open City Council meetings. Not in Elizabethtown, Kentucky. Reminds me of Communist China!
Councilman Steve Atcher:
"Kentucky Constitution Section 156 contains Kentucky's only city classification system. That classification is based on city population. According to that city classification system that still prevails, accordant to the Secretary of State, in the state of Kentucky a city with a population of 20,000 to 99,999 is a 2nd class city."
"Elizabethtown, Kentucky with a 2000 U.S. Census Bureau population of 22,542 and an estimated current population of approximately 26,000 is clearly a 2nd class city per section 156 of the Kentucky constitution".
Every City Councilman and the Mayor took an oath that said, in part and I quote, I do solemnly swear that I will support the constitution of the United States and the constitution of the Commonwealth and be faithful and true to the Commonwealth of Kentucky so long as I continue to be a citizen there of and I will faithfully executive execute to the best of my ability the office of Mayor or City Council, according to the law.
I therefore move that the members of this Elizabethtown City Council honor the oath we took and demonstrate our support of the Kentucky Constitution and our respect for Kentucky law, by providing the General Assembly by certified resolution the population data of Elizabethtown, Kentucky per the steps provided for in KRS 81032 for the purpose of reclassification as a 2nd class city, in accordance with Kentucky constitution Section 156 and that this be done no later than December 7th, 2009."
What did the City Council do? They voted to remain a 4th class city. 4 to 2.
What is is Mark Twain said about Kentucky? Mark Twain: When the end of the world comes, I want to be in Kentucky because it's always twenty years behind the times. I suggest Mr. Twain would have been right at home here in Elizabethtown, Kentucky.
