Celph Titled grew up in Hillsborough which is a very diverse area with many cultures and ethnicities. Nigga is just a word everybody says there (like many other places) and nobody really cares. Now if he was a trailer-park dwelling, white supremacist calling random black people niggers it'd be very different.
Saying nigga referring to a friend is done by every race.

@TowableCrab Celph used to justify it by saying he's Cuban, but he's a Cuban of SPANISH descent (aka European and white). I don't think he says it anymore. He probably got away with it by being fucking huge and intimidating though.
