have you ever tried to take one of those standardized english tests? i did a practice toefl on the internet once, and it was so hard!! i am a native english speaker, how am i struggling on a test measuring english ability?? theres definitely something wrong there.

We were told during our final-year language exams at school, "we're not teaching you a language here, we're just teaching you to pass an exam". I think your idea would work much better.
