what was it shot with ?

@jon780 they can be added in Adobe Premiere or Sony Vegas Pro according to your focal length. Or you can achieve it with the lens shooting with a lens in full light wide open , no lens hood. I get similar flare on a 35mm f2.5 M42 mount 1982 Vivitar lens, but i don't do video just still. P.S. the lens was 15 dollars of Ebay. Hope it helps.
