First of all, I don't know of any "bad" Scarlatti sonatas. Actually, I think there is a spark of geniality in ALL of the sonatas ascribed to Scarlatti. The question, whether all of them are really Scarlattis, is to one point important, on the other hand just a proof of the enormous effect of Scarlatti in his time. The fact, that Scarlatti composed other Fandagos, and the fact that he uses the harpsichord rhythmically as well as the modo dorico makes it plausible that it is on of Scarlattis works
However, Scarlatti was much copied in UK where this piece was found Thomas Arne was one of the copiers. He himself was not a bad composer but didn´t write to much. Scarlatti was always original and didn´t imitate other things specifically.
He copied "styles and idioms" but not signature pieces.
Scarlatti was capable of writing a great variety of music but he was not capable of writing cliches. I doubt very much that this is a composition of Scarlatti.
there were many composers in the court of Fernando VI. Also Scarlatti was never predictable as this piece is.

The point you are trying to make is obscure.
